[NSWI004] installing toolchain and msim

Hello,
I would like to ask you how to install toolchain and msim to my computer. There
are two scripts on the web-page. I executed the first one and it created a
.tar.gz archive, but I am not sure what to do with it. There are /usr/lib
directories inside but I am not sure where I have to put them. If I merge
them with my /usr it still does not work.
Also, I tried to examine what directory configure.py --toolchain wants, but
I am still not sure (script in the assignment directory).
Did anyone have this problem?

Also, I tried to install msim, but the ./configure has output:
checking for special C compiler options needed for large files... no
checking for _FILE_OFFSET_BITS value needed for large files... no
configure: creating ./config.status
config.status: creating Makefile
config.status: creating src/Makefile
config.status: creating config.h
config.status: executing default-1 commands

So how to enable this options or what to do with this?
I am using Manjaro with gcc-10.2.0.
